UC Sexual Harassment Policy

 Email sent on February 1, 2005 from Chancellor Robert S. Birgeneau, UCB To the Campus Community, President Dynes has issued the revised University of California Policy on Sexual Harassment and Procedures for Responding to Reports of Sexual Harassment. The new documents define policy and articulate procedures that will provide guidance and consistency among all UC campuses, doe laboratories, Medical Centers, the Agricultures and Natural Resources, and all auxiliary University locations. These documents replace the policy and procedures issued on April 23, 1992, and are effective immediately. The policy and procedures cover all members of the University community, including faculty and other academic personnel, staff employees, student and non-student or non- employee participants in University programs.
 The primary change is in the Statute of Limitations for filing a complaint of sexual harassment. The ninety-day limit established in the 1992 document has been expanded to one year.
 Title IX Compliance Coordinator (Sexual Harassment Officer) Nancy Chu will continue responding to complaints of sexual harassment. Her office is to receive reports of sexual harassment, to oversee sexual harassment prevention programs, and to implement campus procedures consistent with guidelines and requirements established in the system-wide procedures document. Managers and supervisors play a key role in appropriately responding to reports of sexual harassment, including notifying the Title IX Compliance Coordinator of reports received, and working in collaboration and consultation with the Title IX Compliance Coordinator to provide earliest possible resolutions in their respective departments.
 Information regarding the new California State law AB 1825 requiring sexual harassment prevention education will be forthcoming.

WAGE Comment:
 This is a good start, but the campus needs to expand the number of qualified personnel in the Title IX Compliance Office to be able to respond to complaints in a timely manner. Likewise training about preventing sexual harassment needs to include all levels of faculty and staff. Wage strongly supports such measures.
